Could you shrink a whole tank in to a 3 cm key chain but have the tank loose 123,999.5 pounds?

Answer 1:

No: matter, being a form of energy, can neither be created, nor destroyed. This is what is called the first law of thermodynamics. I suppose you could transform most of the tank's mass into energy, but then it wouldn't be a tank, just a portion of one. I know a lot of television and comic books have things like this happen, but they are impossible according to the physics that we know.
