When will a balloon filled with water pop if you put it close to fire?

Depends on what you mean by "when". How long will it take? That depends on how big the balloon is, the temperature of the water, and how close it is to the fire. How close to the fire? That depends again on the size of the balloon and the size of the fire. Maybe you should do an experiment and find out!
