Why did the legislature place a moratorium on Garibaldi commercial collection until 2002?

Answer 1:

In 1995, the Legislature acted to protect the Garibaldi by placing a moratorium on commercial collection until the year 2002. Although the Garibaldi is not an endangered species there was a concern that commercial collection by the salt water aquarium industry has reduced its numbers and a study was undertaken to determine the impact of commercial fish collecting.
